I looted this tonight on a raid, the clerics and shaman present allowed it to go to a 1 point roll because we all thought it would be far into the future before we could use it.
the thread at the steel warrior tells us that we can use it now. The armor dropping in bloodmoon keep, hills of shade, mechanotus, etc. can be combined with the steam core to create upgraded armor.
