Hey Xik,
I have ran into problems getting EQ to run on my wifes laptop many times too. For some reason EQ gets finicky, especially if you copy the EQ dir off a different machine and forget to remove a couple of the ini files.
Couple of things to check, make sure your running the correct directX version and have upgraded your video drivers. Also, for some reason, I have had luck with removing the eqclient.ini, eqlsClient.ini and a hardware.ini tho I cant remember the exact spelling of the last one. They all are in the main EQ directory and get reinstalled/recreated on startup. Nuking one or all of those files has in the past allowed me to reconfigure EQ and get it working again.
